Ruthnie Angrand is currently the Director of Communication and Marketing for the City of Syracuse. She is Haitian-American and brings more than 15 years of cross-sector corporate communications experience to her work at the City of Syracuse. She is responsible for managing and directing the City of Syracuse’s public communications and marketing; promoting the mayor’s vision for the city to be a place of growth, diversity, and opportunity for all; and is positioning the city as a competitive market for tech-driven business innovation and culture. 

Under her direction, the Office of Communications was created to execute proactive public communication and quality constituent engagement and response. The Office strategizes public engagement across all city departments reporting to the mayor. Ms. Angrand also manages several teams to execute city digital communication and public outreach including the city’s public information officers, public engagement team, and a digital content team as part of the city’s digital transformation strategy.
